I saw this traffic control barrel in the water at the Tidal Basin this weekend. Why would someone throw this in the water? Was the traffic from construction that bad? I thought, perhaps it was knocked into the water by a truck that didn't see the barrel, but how could you NOT notice something this big on the road? Maybe the construction crew didn't want to pick it up and just threw it into the water? Who knows... how odd.
